Application Group feature requires additional permissions to Azure AD and Intune tenants. Additional information on the permissions can be found from Permissions-article.To consent these permissions for enterprise application called CSM For Intune Application Groups:
1. Please open this link and login with a Global Administrator account.
2. Accept the permissions.
